How would the system work?
Any philosophy faculty and grad students may register for posting privileges (independent scholars would require special approval).
one paper two papers of their own. After that, they must earn additional posting privileges by reviewing and commenting on others' papers. We will want this part of the system to be set up to incentivize valuable feedback contributions, without being excessively burdensome.
For example, we may wish to distinguish gradations of feedback:
- Minor Comments
Users may then spend 10 of their points to submit another paper to the site.
[Discuss.]
not yet already been reviewed.)
Possible variation on immediate entitlement. One potential consideration is that it is not only important to incentivize valuable feedback; it is also important to build a good collection of diversepapers for review. Thus we probably should consider the merits of allowing registered users to submit up to two or three

Academics already solicit and offer each other informal feedback (i.e. outside of the journal peer review process) in a number of ways -- sending drafts to friends, presenting at conferences, etc. But these opportunities are predictably and unfortunately limited by the constraints of existing social networks. So it would seem desirable to take this informal process, and expand and enhance it by means of appropriate online infrastructure. We could create a website - a global database - to which philosophers could submit their draft papers in exchange for reviewing and rating others' submissions. I've finished putting together the basic PhilReview site using Google Pages. It looks very good. The only thing lacking is the ranking system; but I am very pleased with how the articles appear. Visit and take a look! I propose we stick with this site until a better site is up and running. I will now recieve article submissions per the guidelines I posted. Spring quarter begins tomorrow week for me, and I will only have time to convert text documents onto html pages--such as the sample I posted. Any further design efforts I leave up to y'all for now. Scratch that; I found them. Some things you might consider adding to them: (1) Since you are uploading things manually, you probably should let people know what formats would make it easiest for you to convert to HTML. I assume from what you say above that .txt is best for you; you should say that on the page. (Also, if you would accept papers already formatted in HTML, or if there is a reason not to do this.)

(2) There also needs to be information about current capabilities. Suppose (e.g.) I have images or tables in my paper. In a text document that's going to be a problem. Is this feasible at all? Is there something that could be done that would make it easier to incorporate these things properly? &c.

(3) Similarly with format for footnotes (e.g., do they need to be endnotes?)

I mention these things because they're bound to come up at some point.

One thing that can be done about servers: if you are with an institution, then you may be able to create a unique webpage based on your university's server and web-domain. It would be completely free once you get through the traditional red-tape. I would do that myself, but I plan on working next year before entering graduate school, leaving me without any proper institutional access. This is intended for graduate students, so I would really like a 1st, 2nd or even 3rd year grad student to step up and do the necessary set up. Otherwise, we will all have to wait a year on me to get into a graduate program for most of our Phil-Review wish list to be fulfilled. [I expect Princeton can help here, but I'll look into this -- Richard.]
In the meantime, I need volunteers to submit papers for the Google start up.
